A document on 'Dignity at Work' produced for the Ministry Division considers the issue of bullying and harassment in so far as they affect clergy. Chapter two sets out the legal position and the definition of harassment. It also indicates that there is no legal definition of bullying. In subsequent chapters it considers how complaints might be handled.

The document is available on the Church of England website (click
here to download).

The Bishop’s Council considered the document and the model policy in March 2012 and, while not adopting it, endorses the principles on which it is based, while recognising that the implementation may be different in practice.
The model policy is therefore included here for information only.

The regional HR group have indicated that they hope to produce a regional template on this subject as they regard the model policy as needing amendment to reflect recent legislation.
