Diocesan Finance Network
The Diocesan Finance Network has been created to provide a forum for supporting those involved in Parish
Finances in the Diocese of Sheffield including Treasurers, Gift Aid Secretaries, Giving directors, Administrators and those with other finance related roles. The Network was begun following a Diocesan wide consultation and in September 2016 an initial Newsletter was circulated. A PDF version can be downloaded by clicking this link or on the image.
In December 2016 two inaugural network meetings were held. A report of the meetings can be found below together with a link to the powerpoint slides from the meeting and some useful web links.
Report from the first meetings of the Diocese of Sheffield Finance Network
Two successful inaugural meetings of the new Diocese of Sheffield Finance Network were held at Church House Rotherham on the evening of Wednesday 7 December and the morning of Saturday 10 December. At each meeting, there were around 20 Representatives from churches across the Diocese who met together, helping to create a supportive network for those involved in parish finances.
Diocesan Secretary Heidi Adcock welcomed everyone and introduced presentations from
Chun Tsang – The Diocesan Finance Director,
Elaine Frecknall, the Diocesan Human Resources Manager, and
Mark Wigglesworth from the Parish Support team.
Chun gave a presentation on the 2017 budget, with additional information from Heidi on the new arrangements for National funding support for the Diocese.
Chun also gave presentations on what is required in PCC Annual reports, with reference to Charity legislation, and on recent changes to Gift Aid.
Elaine talked about her Human Resources role in the Diocese and the ways in which she can support parishes that employ people. She provided some general guidance on some of the implications of employment, including how to tell if someone is employed or self-employed and at what point employers have to register with HMRC and provide access to a pension scheme. She also spoke about some of the processes involved in terminating the employment of a member of staff. Elaine stressed that in the time available it was only possible to give general advice on HR issues and that parishes should contact her for more detailed advice on specific situations.
Mark gave an overview of parish finances in 2015 and offered some suggestions on key information for treasurers to report to their PCCs.
Heidi also reminded colleagues to review insurance cove. She particularly highlighted changes in Ecclesiatical's policies and their new Parish Plus policy. She encouraged everyone to read the small print to check for any special conditions.
Feedback from participants was very positive and the team at Church House are looking for suggestions for items to cover at the next meeting which will probably take place in early summer 2017.
